No. The C9200-24PXG-E has a modular uplink slot, but the network module is sold separately. Compatible options include the C9200-NM-4G (4x1G), C9200-NM-4X (4x10G), C9200-NM-2Y (2x25G), and C9200-NM-2Q (2x40G).

No. Cisco does not support mixed stacking between modular C9200 SKUs and fixed C9200L SKUs. The C9200-24PXG-E uses StackWise-160 and can only stack with other C9200 (non-L) models.
